Liam did this great piece on Insiider, and this is one of the few cards in this expansion where the card was created with the image first.  This is Bograth's answer to d'Resh's Sareb.  Give 2 of these to an opponent and they won't be able to draw cards at all.  Of course, they could still attack with these and get rid of them by attacking with them, if their eebits are allowed to attack...
